The urgent measures for safe schools, universities, social and transportation activities

The Italian Decree Law dated August 6, 2021, no. 111 establishes that for the academic year 2021-2022 all lessons, workshops and extra learning activities will be primarily conducted in presence.

As of September 1st, 2021, the green COVID-19 certification (Green Pass) will be mandatory for teachers and school staff, as well as for university students and lecturers, and it must be shown upon request.

More specifically, the Decree Law establishes that:

1)      In the academic year 2021-2022, until 31 December 2021, university learning and teaching activities, as well as other extracurricular activities, will be primarily conducted in presence.

2)      In order to participate in the activities in presence:

a. It is mandatory to wear a face mask, with the exception of those suffering from pathologies incompatible with the use of such medical device;

b. It is recommended to respect the social distancing of 1 meter where the structural-logistical conditions of the building allow it;

c. It is forbidden for people with symptoms of respiratory diseases to enter the school/university premises.

Universities may allow students to derogate from “Provision a)” only if they have completed vaccination against COVID-19 or if they have a valid certificate of recovery.

Derogation from the provisions above stated are approved by the President of the Region or the city mayors if the region is classified “RED” or “ORANGE” in exceptional and extraordinary circumstances due to COVID outbreaks.

In order to protect the public health and prevent the spread of COVID infection, it is also established that as of August 6th, 2021, access to the following services and activities is only allowed to those who have a valid COVID-19 Green Certificate ("EU Digital Covid Certificate"):

  • restaurant indoor dining
  •  cultural and sports events
  • museums, galleries and exhibition venues
  • indoor swimming pools, gyms, team sports, spa and wellness centres (including those in hotels and resorts
  • fairs and festivals; conventions and congresses
  • thermal spas; theme and amusement parks
  • indoor activities in cultural, social and leisure centres (excluding children's educational ones), food and canteen services in summer camps
  • gambling and betting venues, bingos and casinos
  • competitive state exams.

The Digital Covid Certificate proves a person has recovered from Coronavirus, has tested negative for COVID-19 in the previous 48 hours or has received at least one vaccine dose.

Violations of the above-mentioned provisions are liable to a fine between 400,00 and 1.000,00 EUR (in accordance with the art. 4 of the Italian Decree Law n. 19 dated March 25th, 2020).
